Supervision for students is provided only during school hours. There is no supervision before or after school. Students in grades 1-6 being transported may arrive at school at 8:20 a.m. and must be picked up no later than 3:00. Students arriving later than 8:20 a.m. will not be able to purchase breakfast on that day. A.M. kindergarten students being transported may arrive at school at 7:30 a.m. Kindergarten students arriving after 7:30 a.m. will not be able to purchase breakfast that day. EMERGENCY CARDS Emergency cards are required for each child. This card is maintained in the office and must have a current phone number where the parent/guardian can be reached during school hours and two local emergency contacts. Information on the cards will enable the school to proceed efficiently in case of illness, accident, or similar emergency. Please help us keep these records current. Back to Help Chart
ATTENDANCE Your child's regular attendance at school is necessary to achieve the greatest academic growth. Students with perfect attendance will be honored with an award at the end of each semester. Perfect attendance is being present at school 100% of the time with no tardiness and no early dismissals.
INDIVIDUAL PERFECT ATTENDANCE Standards 1. The student must not be tardy in the morning or leave school early for any reason during the attendance period. 2. The student must be physically present on all days when school is in session during the attendance period. Recognition Perfect attendance certificates are awarded at the end of both semesters at a school awards assembly.
CLASSROOM PERFECT ATTENDANCE Standards 1. A student must be physically present or have a verified absence which is excused and no tardies. Recognition For each ten days of classroom perfect attendance the entire class earns an ice cream party .
ATTENDANCE CHALLENGE Standards 1. A student must be physically present or have a verified absence which is excused in order to count for the attendance challenge. 2. If all students are present or have an excused absence then the classroom is said to have 100% attendance on that day. Recognition The percentage of students in attendance or having excused absences each day shall be computed each semester. The classroom which comes the closest to 100% shall receive the Attendance Challenge Trophy. Back to Help Chart
ABSENCES According to the Education Code (section #58260) "a student who is absent from school without a valid excuse for more than three days or tardy in excess of thirty (30) minutes on each of more than three days in one school year is a truant". Parents are urged to have their children in school each day unless they are ill. You will be notified by letter if your child has excessive absences or tardies. If the situation is not corrected, an appointment with the principal will be scheduled. Continued tardiness or absences may result in a referral to the School Attendance Review Board (SARB) for action.
Occasionally, your child may become ill or have a medical appointment which cannot be arranged during after school hours. These necessary absences are "excused" and the school still receives money when children are absent for these reasons. We encourage parents to eliminate unexcused absences by scheduling non-emergency appointments after school or when school is not in session.
If a child misses a day of school for any reason, please send a note with him/her upon his/her return, stating the date and reason for the absence. It is necessary that each absence be verified. The teacher will provide work for your child to make-up for any absence. Back to Help Chart
TARDIES If your child arrives at school late, he/she should go to the office with a note explaining the reason for being tardy. When a child is tardy, he/she is missing valuable learning time. Late arrivals are a distraction for the teacher and all the other students in class. We encourage parents to have their children take the bus to school to eliminate the problem of tardiness. Excessive tardies will result in a letter to parents, followed by a conference with the principal, if the situation continues. Back to Help Chart
ATTENDANCE AT AFTER SCHOOL ACTIVITIES Students wanting to attend a school activity that is scheduled to begin after the school day is over, MUST BE in attendance at school for at least half the school day , on the day of the activity, or they will not be allowed to participate in that activity. RELEASE OF CHILDREN DURING SCHOOL DAY The law requires that children not be released to anyone other than their legal parent or guardian. If you desire otherwise, at any time, please inform the office in writing. In the event parents are divorced, court papers indicating legal custody must be on file in the school office to prevent release to a parent not having custody. Any parent, however, is allowed to visit school, talk with a teacher or school official, and review attendance and academic records, unless this school has a court order prohibiting this.
SNOW DAYS When the weather is bad, please call the school district information line at 585-0899 for information on school closure or early dismissal. If heavy snow requires school closure, it will also be broadcast over KFI (640 AM). Snow days are made up later in the spring. Back to Help Chart
STAYING AFTER SCHOOL Teachers do have the option of having students stay after school either for tutoring or detention. Teachers will notify you at least 24 hours in advance to make these arrangements. INDEPENDENT STUDY In some instances, a family may need to be gone from Big Bear for a number of days, resulting in school absences for their child. If this happens, plan ahead with your child's teacher to enroll him/her in Independent Study so the work can be completed during the absence. Call the school office for further information. Independent Study assignments will be assigned for a minimum of five school days and require a one week advance notice to the school. Back to Help Chart
CLASS PLACEMENT Students are assigned to classes on the basis of several factors including academics, behavior, and the necessity to balance classes academically. No assignment changes will be made during the first eight weeks of school.
EMERGENCY PREPAREDNESS DRILLS Emergency Preparedness Drills are conducted regularly by law to assure the safety of the children. In the event of an actual disaster, North Shore Elementary has an established evacuation and release plan to ensure the safety of our students. After students have been accounted for, they will be released to parents at the gate on the lower playground. Back to Help Chart
HOMEWORK Homework is an important part of your child's education. These assignments are designed to help your child practice what has been taught in school in order to solidify learning. For kindergarten, activities are planned that involve the parent and student working together. In first and second grades, part of the homework is usually having your child read to you. Homework guidelines recommend thirty (30) minutes for kindergarten, grades 1, 2 and 3; forty-five (45) minutes for grades 4 and 5; and, 4-6 hours per week for grade 6. If your child appears to have more work than this amount on a regular basis, please contact the teacher. It is possible that your child is not completing regular assignments in class and is taking them home in addition to homework.
Recent research has shown that students who spend time each day doing homework score higher on standardized tests and are more likely to be successful as adults. Your support in this area could make a big difference for your child.
You can help promote good study habits with your child by providing a specific time for homework and a quiet place to study. We suggest you make homework a priority before your child may watch television or participate in other activities. By working together parents and teachers can help students develop and practice study habits which will increase their amount of learning. Back to Help Chart
REPORTS TO PARENTS
Back to School Night, held early in the school year, is a chance for parents to see our school, learn about their child's classroom program, and meet the teachers. This is not a time for individualized discussions. Please set up a separate conference if you need to talk about your child.
Open House is held annually in the early spring. This event is a celebration of student achievement and a chance for parents to share in the joy of their child's accomplishments during the school year.
Parent Conferences are held after the first 9 weeks of school. This is an opportunity for parents to have a one-on-one discussion with their child's teacher. Additional conferences can be set at any time, simply by calling the school office and requesting a conference with the teacher.
Portfolios Many teachers use portfolios as "demonstrations of learning." Parents can see progress in the child's work through the year. The portfolio assessment process is one of our new restructuring efforts.
Progress Reports will be distributed twice during the school year (after the 9th and 27th weeks of school).
Report Cards are issued every 18 weeks (two per year). These reports are sent home with your children and are not mailed.
Monthly Newsletters from the Principal's office keep parents informed of upcoming events and offer suggestions for assisting in your child's educational growth. Our school mission statement says we are a "partnership" and we do believe deeply in the value of parent/staff mutual effort in the education of our children. Our newsletter works toward developing that partnership.

ACCIDENTS The Board of Trustees of the Bear Valley Unified School District does not and cannot assume any responsibiliy for accidents or injuries to a child participating in school activities. Due care is always exercised to prevent accidents. A voluntary student accident insurance policy is offered to all students. LOST AND FOUND Lost articles may be found in the "lost and found" bins. Items not claimed are given to charitable organizations. Lost articles are more easily returned to their proper owners if they are labeled with the child's name and phone number. Please check on lost items immediately. Back to Help Chart
CLOTHING Students should be dressed neatly and appropriately to participate in classroom and playground activities and for the weather conditions. During cold weather, students will usually be going outside to play. A warm jacket or sweater, waterproof boots, mittens or gloves, and a scarf or hat will help your child be warm and comfortable for outdoor play. Be sure to mark the inside of such clothing with your child's name for easy identification.
The Bear Valley Unified School District has set minimum standards for appropriate dress in school (Board Policy #5132 a). It is a requirement that: 1. Tops, shirts, blouses, etc. may be worn if they adequately protect and cover the shoulders, chest, back, midriff and do not expose the navel. Tops that cover the shoulders, back, chest, and down to within four inches of the waist are acceptable. 2. Shorts are acceptable if they are hemmed, with side splits no greater than one inch, and if they are large enough to cover all underclothing. Shorts must be sized so as to fit round the waist. 3. Pants/jeans should be kept in good repair with no holes, slits, or tears in the upper 1/4 of the clothing. 4. Skirts/dresses are fine as long as any openings or slits, and the length, are no higher than 1/2 the distance between the knee and the waist, and do not expose underclothing. 5. Hats/caps are not be worn inside the school building. 6. Shoes must be worn at all times. Thongs are not permissable. Sandals must have a back strap. 7. Wording on clothing must not violate Board Policy. Words should not express racial, ethnic, and/or religious prejudice, advertise alcohol or tobacco, be libelous or slanderous and/or vulgar or obscene. 8. Hats may be worn on the playground and in the halls. You may NOT wear hats in the classroom or in the multi-purpose room during assemblies. LUNCH AND NUTRITION
Students may bring a nutritious snack from home to eat at their recess time.
Students in grades 1 through 6 will have a lunch period of forty (40) minutes and may bring a lunch from home or purchase a lunch or milk from the cafeteria. All students may bring a snack to be eaten during their morning recess. Breakfast - $1.00 (including milk) Lunch = $1.25 (including milk) Milk only = .30 Juice only = .35
Lunches may be purchased ahead of time; please contact the cafeteria for details. Personal checks are accepted. We encourage purchasing several lunches at one time.
Free lunches and partially paid lunches are provided by the state according to the financial need of the parents. Applications are available from the office and are automatically sent home the first day of school. Lunch applications must be resubmitted each year. Students approved for free/reduced lunches may also receive breakfast.
The school menu is sent home monthly and is printed in The Grizzly. Please do not call the school office to obtain menu information.
Students should check in the office at recess or lunchtime for forgotten lunch money, lunches, or assignments. It is our school policy to not interrupt classes unless it is an emergency or an unavoidable necessity. Research has shown such interruptions to be highly damaging to the classroom learning environment. Be sure to reinforce this procedure with your children.
LIBRARY
Our school library, under the direction of the librarian, offers an outstanding collection of excellent reading material. Our program consists of the teaching of library skills, encouraging students to read books for personal enjoyment, reading guidance, and using the library for enriching the classroom curriculum.
After they have had assistance in how to use the library computer by their teacher and/or librarian, it will be available to students to help them locate particular books.
Each class has a regular weekly library period. With permission, students may come to the library at other times to do research projects.
Library use is based on the following rules: 1. A library is a quiet place to read and study. 2. All students are entitled to check out books. Every child may use the library. 3. Library books may be borrowed for one week with a renewal period of an additional week with the permission of the librarian. 4. Due to the limited number of books available, the children may only borrow one book at a time. 5. No book may be taken from the library without being properly checked out. 6. Dictionaries and encyclopedias may not be checked out. 7. Although fines are not imposed on overdue books, repeated occurrences may result in loss of library privileges. 8. Payment will be required for books lost or damaged. 9. Students should show any defaced book to the librarian before taking it from the library so he/she will not be held responsible for another person's carelessness. 10. The librarian has been trained to assist in finding information. Please ask her. 11. Parental cooperation is asked to see that books are returned on the date due and in good condition. TEXTBOOKS AND LIBRARY BOOKS
At the beginning of the year your child will be issued textbooks. Students are responsible for the condition of books checked out to them. We recommend that textbooks be covered. These books must be returned in good condition at the end of the school year. Each week your child will have the opportunity to checkout a library book which must be returned the following week. It is the family's responsibility to pay for lost or damaged books. Report cards and other records may be held until parents replace or reimburse the school for lost or damaged books. SCHOOL RULES
We take pride in teaching students responsibility and work towards reinforcing positive behavior throughout the school. However, there are times students need to be reminded about the rules or we need to take action to ensure they are followed for everyone's safety. Please review with your child the classroom and school rules sent home the first day of school. Please remember that gum is not permitted in school.
Students may not bring any radios/tapes/CD players to school. These items will be taken from students for the parent to pick up. The district and school are not responsible for lost, broken or stolen items. Back to Help Chart
INTRA-DISTRICT TRANSFERS
In order to receive an intra-district transfer the following conditions must be met: ·Transportation to the nearest bus stop within the attendance area of the desired school is the responsibility of the parent. ·If buses are overcrowded, students living in the attendance area shall have priority. ·Parental support for the existing educational program is required. ·Deportment, citizenship, grades, punctuality and attendance of transferees must be satisfactory. Failure of the student to meet these standards will result in the return of the student to the school of residence. ·Classroom overcrowding will result in the cancellation of the agreement. ·Intra-District Transfers are conditional on space availability. ·Transfer forms must be submitted at the end of each school year for the following year. VISITING SCHOOL
We welcome visitors to the classroom. In order to to have as little disruption in the classroom as possible, it is recommended that you contact the classroom teacher to arrange a visitation time. Please check in through the office before visiting any part of the school. Back to Help Chart
USING SCHOOL PHONES
Children are not permitted to use the school telephone except in emergencies concerning their health or physical well-being. MESSAGES TO STUDENTS: Unless it is a true emergency, please do not call school with messages for your child. With the large number of students now attending it just isn't possible to get non-emergency messages to students.

HONOR BANNERS
Honor Banners are awarded on a weekly basis to each class in grades 1-6 where no student has received a playground, classroom, or bus citation. TRANSPORTATION Eating, drinking, and gum chewing are not permitted on school buses. Please make sure all consumables are inside back packs or lunch boxes.
The Bear Valley Unified School District provides bus transportation for students who live more than three quarters of a mile from school. Students in grades K-2 are required to wear colored bus wrist bands for two weeks at the beginning of school or when riding a new bus to ensure proper delivery to their assigned stop. Please notify the school if your child loses the wrist band. In order to provide adequate safety for our students and to minimize classroom interruptions, we ask that parents plan ahead and send a note in the morning if their child will be picked up rather than taking the bus. Unless we receive a note from a parent stating otherwise, students will ride the bus home. Following these procedures will prevent confusion on the part of the student and reduce the likelihood of having "misplaced" students. In case of an emergency and you need to call the school for your child to be picked up, please call before 2:30.
Parents who have sent a note and are picking up children not taking the bus, may check them out from the Multipurpose Room after school has been dismissed. If an unusual circumstance requires you to pick up your child before dismissal, send a note with your child notifying the teacher in advance. When you check in at the office, we will send for your child and have you sign him/her out.
UNDER NO CIRCUMSTANCE IS A CHILD TO BE REMOVED FROM THE BUS OR BUS LINE. We need to account for every child who is at school. If you did not send a note or call the school before 2:30, please plan to meet your child at his/her bus stop. Back to Help Chart
BUS PASS PROCEDURES
It is the policy of the District Transportation Department to not temporarily change a student's bus stop. Please do not ask that this be done unless the change is to be permanent. STUDENTS MAY NOT RIDE BUSES OTHER THAN THEIR REGULAR ASSIGNED BUS OR GET OFF AT A STOP OTHER THAN THEIR OWN. Bus loads are carefully balanced and switching of buses is not permitted. Questions or problems should be directed to the District Transportation Department at 866-4248. Misbehavior on the buses is subject to citations by the drivers. SCHOOL BUS EMERGENCY PROCEDURE & PASSENGER SAFETY California Education Code, Section 39831.5 Education code section requires all pre-kindergarten through twelfth grade pupils, who receive home to school transportation be given safety instructions at least once each school year. Instruction shall include proper loading and unloading procedure, escortin of students across a roadway, passenger conduct, bus evacuation and proper use of emergency equipment.
Additionally, the law requires safety instruction be given to all pupils prior to departure on each school activity trip. The instruction must include the location of emergency exits and location and use of all emergency equipment.
Bus evacuation drills must be recorded and retained for one year, and subject to inspection by the California Highway Patrol. Back to Help Chart
BUS STOPS
Beginning at home, plan your time so you can leave home at the same time every day. You should arrive at the bus stop five (5) minutes before the school bus arrives. On snow days, busses will run behind schedule, so please be patient and wait.
If you are walking to the bus top: 1. Find and follow the safest route to your bus stop. 2. On the way to the bus stop, walk as far from the edge of the roadway as possible. 3. Respect other people's property. 4. While waiting for the bus, stand in a single file line. 5. Let the bus come to a full stop, and let the driver open the bus doors before you approach the bus. 6. Use the handrail to help keep your balance as you enter the bus. 7. Take your seat quickly.
If you are being driven to the bus stop: 1. Parents should park on the same side of the roadway as the bus, leaving enough room so the bus can pull into the bus stop safely. 2. Same as 3 through 7 above.
Students may not bring: pets, skates, skateboards, knives, sharp pointed items or large bulky packages on the bus.

RED LIGHT CROSSING
Section 22112,V.C. "The driver of a school bus shall operate the flashing red signal, required when children are unloading from a school bus to cross a highway, or when the bus is stopped for the purpose of loading children who must cross a highway to board the bus, exception, flashing red signal shall not be operated at an intersection or place where traffic is controlled by a traffic officer or official traffic signal. The flashing red signal shall not be operated at any other time."
The bus driver is directly responsible for the safety of all students crossing the roadway, regardless of grade level. 1. When the bus driver starts the red lights flashing, the students that need to cross the roadway must follow the bus driver out the bus door. 2. Students must stand at the curb line until the driver walks into the road to make sure all traffic is stopped and then will instruct the students to cross the roadway. 3. State rules and regulations require that pupils who must cross the roadway to reach their homes must cross in front of the bus. (Once a student has been crossed by the driver, that student may not return to the other side of the roadway without being crossed back by the driver.) 4. Exception: Student may cross the roadway unescorted when there is a traffic controlled signal (lights). 5. When a parent on foot is waiting for a student that crosses, the driver must cross both the student and parent. The following roadways have been deemed unsafe to red light cross students: State Lane, Big Bear Blvd., North Shore Drive, Greenway, Highway 38 (Greenspot)

BICYCLES
Children may ride bikes to school at their own risk. A one time yearly permission slip must be filled out and on file in the school office in order for your child to ride their bike to/from school. Any infringement of the bicycle rules will result in revoking bicycle riding privileges.
The school cannot assume responsibility for the bikes parked at school. Safety rules must be followed. All bicycles should be parked at the bike rack. Each rider must bring a lock to secure the bike to the rack. Bicycles and skateboards are not to be ridden on the grounds. Back to Help Chart

OFFICE ASSERTIVE DISCIPLINE PLAN
We know that every child can learn and has a right to a quality education. We expect students to behave responsibly at school by following the rules. If a student chooses not to follow class or school rules, that child is violating the rights of others. When a student repeatedly chooses to break a rule and the teacher has exhausted all steps in the classroom discipline plan, including notifying the parent, the child will be sent to the office. Office Procedures: 1st visit) Principal or Assistant Principal talks to student. 2nd visit) Student misses recess and writes the rule. 3rd visit Student misses additional recesses and principal calls parent. 4th visit) Student remains in office or is sent home. Parents conference with principal and teacher. 5th visit) Student is suspended from school and may be considered for expulsion.
Severe Clause: Severe misbehavior is subject to suspension according to School Board of Trustee policy. Students will be suspended from school for the offenses described in the California Education Code #48900 and Bear Valley Unified School District Administrative regulations #5144.1 which are outlined below:
1. Threatening or causing injury. 2. Possession of a knife, firearm, explosive or other dangerous object. 3. Possessing, selling, offering, or under the influence of a controlled substance. 4. Causing or attempting to cause damage to property. 5. Stealing or attempting to steal property; committing robbery or extortion. 6. Committing an obscene act or habitual use of profanity or vulgarity. 7. Disrupting school activities or willfully defying the authority of school personnel.

HEALTH INFORMATION
SCHOOL NURSE
A school nurse is available one day per week. You will be called if your child becomes ill or injured and cannot return to class. A current phone number must be on file for this purpose. Our nurse is available on an emergency basis every day of the week. Back to Help Chart
IMMUNIZATIONS
Immunizations must have documentation by a physician or the Health Department on enrollment. Parents will be notified by the school nurse if additional immunizations are necessary. If your child receives an immunization from his/her pediatrician, please notify the school, so that our records will be correct. Back to Help Chart
SPECIAL HEALTH PROBLEMS
Contact your teacher or school nurse if your child has a special health problem that might require a special program to be planned for him/her. Back to Help Chart
MEDICATION
When students need to take medication prescribed by a physician, the school staff will make every effort to administer such medications when needed during school hours. A form must be completed and signed by the physician (see form towards the back of this handbook). A parent must bring the prescription to the office (students are not allowed to transport medication) in its original container which describes the amount, time, and method for taking it. It is the student's responsibility to come to the office at the designated times to be given the medication. Non-prescription medications such as aspirin, cough syrup, etc. cannot be administered by school personnel and may not be brought to school. Back to Help Chart
CONTAGIOUS DISEASES
Readmission to school after contagious diseases will be according to BVUSD Administrative Regulation 5141.21(a). Please notify the school if your child contracts a contagious disease. Back to Help Chart
OTHER SERVICES
SPEECH & LANGUAGE SERVICES
Our Speech & Language Specialist is responsible for assessment and instruction of students with referred speech and language difficulties. Inquiries or requests for assistance should be directed to your child's teacher. Back to Help Chart
COUNSELING SERVICES
Our Self-Esteem Counseling Aide makes regular presentations to all classes in the school and has small groups and individual meetings with students in need of assistance. Please call the office for further information.

GLOSSARY OF TERMS/SPECIAL SERVICES
AVERAGE DAILY ATTENDANCE
Average Daily Attendance (A.D.A.) is a figure used to compute the amount of money received from the State. A child is included in the A.D.A. if his/her absence is excused (illness, etc. by parent note). A child is not included in the A.D.A. if his/her absence is not excused. D/M S.E.L.P.A. makes reference to the Desert/Mountain Special Education Local Plan Area, the agency which serves the special sducation needs of students in our area.
ENRICHMENT
All students in all classes participate in an Enrichment program. Each teacher regularly provides specific enrichment activities and elective segment for all students each year.
FIELD TRIPS
From time to time, trips to different locations are arranged for the purpose of providing students with first-hand experiences which are related to material studied in the classroom. All field trips are conducted in strict accordance with procedures set forth by the Bear Valley Unified School District. Specifically, such procedures cover: Parent Notification/Permission: All trips are to be preceded by ample parent notification as well as parent permission forms. Transportation: All students will be transported in either District buses or in private vehicles whose drivers have been certified as being properly licenses and insured. Supervision: All trips will be supervised by one or more certificated members of the school staff.
RECESS AND NOON SUPERVISORS A program whereby para-professionals are hired to supervise students at recesses each day. If you would like to work in this capacity, please contact the school office.
L.E.P. Limited English Proficient (L.E.P.) students receive specialized instruction designed to increase their English fluency as rapidly as possible.
EAGLE BOOSTER CLUB The Eagle Booster Club is a parent group which raises funds for special activities and purchases of educational equipment for the school. Monthly meetings are open to all parents.
R.S.P. Resource Specialist Program (R.S.P.) is a pull-out special education program for students who have been identified with learning disabilities.
S.B.C.P. Our School-Based Coordinated Plan (S.B.C.P.) is a state funded program set up to promote good planning leading to significant improvement in California schools.
S.S.C. The School Site Council (S.S.C.) is a group of parents, teachers, and the principal which acts as a planning team for school improvement. Monthly meetings are open to the public and parents are urged to become involved.

VOLUNTEER YOUR SERVICES
Volunteers are always welcome at school and are necessary for the smooth functioning of extra classroom activities. You can offer your help in any one of these ways. Conduct follow-up activities in the classroom supervise reading groups direct learning centers in the classroom gather and/or construct instructional materials correct the children's work run off copies for the teachers share your special talents and abilities: arts, crafts, music, sports, foreign language, etc. accompany and drive small groups of students doing research to the library, museum, etc. provide clerical help in the office serve as a library aide serve as a "rainy day mother or father" to assist with classroom coverage during inclement weather serve as a room mother or father serve as a committee person on the Eagle Boosters. Persons wishing to help should contact a teacher or the school office. A survey form will be sent home during the first weeks of school asking for volunteers in many categories.
